Are binoculars useful any more?

I'm finding that my mortar guys, when told to aim at a spot marked by binoculars from a guy who's got 13 shooting and no health issues, still hit some ~20 blocks away. There doesn't appear to be any real point to binoculars now since they don't seem to increase mortar accuracy in any way.

Yeah, I have the same issue. Spotter-assisted mortar shelling is as goofy as not bothering at all. Hopefully it's a bug!
