China (shared with the Warlords, Communists and Qing) will have additional designers as well.
Among of those designers native to China are: Inner Mongolia First Machinery Group Corporation (that could be a Tank Designer by default (similar to Armor Company) if China has poor relations with either the USSR or Germany, which resulted in Morozov Design Bureau and Sino-German Technical Mission being a invalid designer if requirements are not met), Lanzhou Arsenal, Fuzhou Shipyard, Harbin First Machinery Building Group Ltd., and Great Xigu (traditionally pronounced as Hsi-Ku) Arsenal.
Aircraft Designers (exclusive to Communist China and Xinjiang): Shaanxi Aircraft Corporation, Shenyang Aircraft Corporation, Chengdu Aircraft Industry Group and Harbin Aircraft Industry Group.
CAMCO will be a Aircraft Designer that is exclusively for Nationalist China and Warlords (except Xinjiang).
Communist China will have a focus tree as well, but the Warlords (particularly the Xibei Lianbang Yiyuan, Yunnan, Shanxi, and Guangxi) will retain the same or revert to generic; except Xinjiang under Sheng Sicai (which will have its unique focus tree as I witnessed in Natt's Eight Years' War of Resistance mod).

* Sichuan Clique[en.wikipedia.org], led by Liu Xiang.[en.wikipedia.org] Incorporated into ROC when the Second Sino-Japanese War started.
* Hunan Government[en.wikipedia.org] led by He Jian[en.wikipedia.org]. Puppet of ROC, incorporated into ROC when the 2nd Sino-Japanese War started.

Also I do have to add that if you are fighting Japan, it makes no sense for the "War of National Liberation" focus to require being in a defensive war against Japan. From the chinese perspective, even if they start the war, it is still a war a national liberation.
This is because:
1) The Chinese see the japanese as the aggressors from the first sino-japanese war
2) The japanese took land from China along the manchurian railway and then all of manchuria.
3) Too maintain their control of manchuria, they then set up an illegitimate puppet government that no chinese recognized.
Given the above reasons, China should be able to get the focus "War of National Liberation" even if they start the war with Japan.

I have played the mod belonging to Natt, which is about the Eight Years' War of Resistance. This has something to deal with the Second Sino-Japanese War. I have finished playing the game as the Qing Dynasty, having gained independence from Japan and thus, reunifying all of China.
In my next game, I played as Nationalist China. That's why I chose the 'Begin Constitutionalization' focus because the ROC's state ideology is the Three Principles of the People (possible democratic leader is Zhang Junmai (known as Carsun Chang), whom he is the chairman of the China Democratic Socialist Party). There are three of them: Minsheng, Minquan and Minzu. As WWII approached, that the start date is Sept 1939, with Britain already under Reactionary; France, Italy, Austria and Hungary are under fascist; and Germany and it's Central European Alliance members are Democratic; That's why I have to save the game as Nationalist China before tag switching to Italy to declare war on Britain, then to France and Austria to declare war on the Central European Alliance, but unfortunately, an issue with Natt's Eight Years' War of Resistance mod crashed my HOI4 game upon attempting to save the game (that's why Natt's mod already lagged as it was being spammed by too many errors on the code). It happened last 4 Sept that Paradox Crash Reporter popped up.
As I have studied the focus tree of Nationalist China that @Natt have build up, that's why Institutional Reforms are to be taken first before choosing either 'Begin Constitutionalization' (fulfilling Sun Yat-sen's dream), 'Continue Political Tutelege' (historically led by Chiang Kai-Shek that reinforced the New Life Movement, choices are 'Yi Dang Zhi Guo' (leads to 'Declare Martial Law' or 'End Political Tutelege' focus) or 'Blueshirts Coup' (with China joining either the Axis or Central Powers (depending on political situation in Germany if either 'Rhineland', or 'Oppose Hitler' then 'Restore the Kaiserreich' is chosen))), or Support Kuomintang Opposition' (only possible leader is Li Jishen, chairman of the Revolutionary Committee of the Chinese Kuomintang (Communist), whom he has been expelled from KMT two times (March 1929 and 8 March 1947)). Zhang Lan, chairman of the China Democratic League (Democratic), belongs to Communist China; this is something that Communist China's focus tree has to be reworked totally as well.
I'm happy to recommend a change of leaders if possible for the Communist Party of China, perhaps you could seek out Wang Ming or few potential ones within the leadership...
Could it also be possible to do a work on Taiwan Island itself?
