They do not appear in my character model thing, just in the addon section. Are they supposed to be player or just ragdolls?

There is not a lua file present to provide C menu support for singleplayer. These are playermodels, just you need ULX and a model command.

The addons intent is for RP servers that will use them for jobs.

There actually is a lua file for the c menu, lol. Always has been.
