how do we change the resource to craft it
on my server it cost literally 225 element to craft any way to change it?

Cost is pretty insane for primitive. It's cheaper and easier to just make another dozen Enforcers

does this include the upgrades for the defense unit and attack drone?

No, but you can do about the same thing if you copy the whole thing and swap PrimalItemArmor_EnforcerAugement_C with whatever the id for their upgrades are
