The weapon not being able to swing for 3 secs is a bit too much, I barely can survive stuff with Scout, think if I used a weapon like that xD

(-) -33% holster speed.
On hit teammates:
(+) Increases teammate speed for 2 seconds.
(-) Decreases user's speed for 3 seconds.

(Basically the Whip for scout, but sacrifices his own speed

Pro:
On hit: slows enemy down by 30% for 4 seconds (doesnt stack, reset on every new hit)
also works on ubered enemies
+50% faster deploy time

Cons:
-15% slower swing speed
When active: marked for death

[Bonuses]
On Hit: Gain a stock.
Every 4 stocks: Stun the next hit enemy for 1 second and heal for 25 health.
+15 Max Health on wearer

[Penalties]
-25% Damage Penalty
-40% health from healers on wearer
Consecutive stock boosts within 4 seconds of the last is weakened. -25% stun time and health healed, up to 90%.

[Cosmetic Effect]
Hit enemies emit cash and poker chip particles.
