DLC sharing?

If I had for example the mass transit dlc and my friends didn’t if I started a server and they joined could they use transit or if I had the natural disasters doc could they use the disasters as well? Even if they didn’t have it?

I believe it would restrict the host of the server from placing those objects do to desynchronization. If that isn't the case, then the other user may not see it (due to them not having the downloadable content).
