For this one, you don't need anyother addon, I think.
What do you mean by you can't teleport it or fly it ? You don't have the commands, or they don't work, or you don't know how to use them ?

I can make the tardis (the exterior) spawn. I read in the description that i can enter it by pressing E, it doesn't work. I have downloaded the sonic screwdiver addon too, and i can't connect it. I don't understand what is all the other small pieces in the menu of the tardis... Should I add these pieces to the tardis ?

I had made no difference between the Tardis (the skin, the exterior) and the Tardis( the entity) !
It is working now. :)
