I sugges to add a buff for kids (up to 4 years old) so that they cannot freely walk around the base. This buff will set the "walking" parameter to 0%, thus the babies will lie in their beds as if paralyzed until they are 3 years old. Settlers assigned to care will take care of all their needs.
You can also reduce the "speech" parameter by 50% or 0%, because. they don't know how to talk yet.
