Get a HD-Pawn renderer and some HD pawn textures as well while you are at it.
Multiple choices out there, some are far better but obviously more Hardware intensive.
Read which does what and pick what suits you best.
That should solve your Problem.
Oh and if you are using Camera+ you might need to fiddle around in:
Options->Mod Settings->the-render-mod-you-picked.
Don't panic, they all should be quite easy to understand, at least from what I have seen.

Tested it again to make sure nothing changed and I am telling ♥♥♥♥♥♥♥♥ now.
Still works for me.
I have both DLCs but I think that should not influence this in any way.

Eyes are linked to the Haircolor, some like black or brown do not glow.
Blonde, red, white, green and blue do from what I saw in my quicktesting right now.
Randomizer picked the right/glowy color scheme for the race in my two tests with 10 Colonists 8/2 and 9/1 so it seems sometimes none working colors can be mixed in but the majority should be fine.
If this does not work pray to the Omnissiah, I can not help no further.
For now, I added Pawn Render Patch HD a few mods down in my load order from HD Rendering and the eyes glow now. I may remove HD Rendering if it seems to be made redundant by the patch but for now it doesn't seem like the two cause massive issues when together at least.
The Vanilla Expanded Framework also lets you disable texture caching at all, but both of the previously listed mods are made to avoid doing that for all situations to prevent performance issues.
Can anyone help?
Interestingly when I uninstalled "HD Pawn Rendering" and use "Pawn Render Patch for HD" instead, the glowing texture come back once. Later when I reload the game the glowing again disappeared.
