Why does Romania have 119 oil?
Romania has 119 oil. Baku has 200 oil. There's no way that's the right proportion historically. If Romania had that much oil in real life, Germany wouldn't have gone into the Caucasus in 1942.

The oil fields in the caucasus are a bit bigger than just Baku, but we'll check it out.

In 1913: Romania - 1,800 Mt, Russia - 9,200 Mt (5.1 times more than Romania).

In 1930 Europe (without USSR) had 6,736 Mt of crude oil production. Out of that, Romania had 5,792 Mt (~85%). USSR had a production of 18,451 Mt, or about 3.2 times more than Romania.

In 1936 the situation is as follows: Europe - 9,819. Romania - 8,703 (~88% of Europe's, w/o USSR). USSR - 27,385 (3.1 times more than Romania).
