When I have the mod loaded, my wind turbines refuse to turn. "No wind Clearance". turn well after removing the mod.

Oh ok. Maybe that was why I couldn't get the turbines to work, too. I need to look into that.

My guess is that there is a Wind resource map somewhere =p

Fixed it.. You miss the '<MaxWindSpeed>80</MaxWindSpeed>' in your planet generation file under the '<Atmosphere>' tag.

Also, in your blueprints, Stone ore is making only gravel ;p
