Trouble finding config files.
I've been looking for save-specific config files for almost 40 minutes now with no luck. I can edit settings one-by-one using chat commands, but this is inconvenient and time-consuming.

...\Roaming\SpaceEngineers\Saves\[bunch of numbers]\[my world] does not contain the fabled 'Storage' folder.

There is a \Storage\1521905890.sbm_ModularEncountersSystems in Roaming\SpaceEngineers that contains a bunch of .MES files called SavedInternalData. These do not seem to be the droids I am looking for. Was there a folder never generated that was supposed to be? Am I looking at the wrong Saves folder?

Sounds like it wasn't generated. Is this on a server, or a locally hosted game. If it's the latter, then you may need to save/reload the world to get the files to generate. Alternatively, using any of the config level chat commands in the wiki will force the file to generate - or it will tell you if it can't save for any reason (at which point you may have some aggressive read-only settings on your system)

If this is for a server, then you'd need to look in the server directories for this stuff

Was late to see this, but reloading the world generated the folder. Thank you for keeping an eye on discussions and replying so quickly.
