Ok heres my idea:
Pros:
+5% build rate
There is a charge meter. The longer this building gadget is held out, it charges.

On charge can choose an already placed down building, and teleport it to your hand.
Cons:
When charge meter is used, you take mini crit damage

While building is being upgraded it takes 10% more damage for 5 seconds

I like your stats but I'm doing a thing where I have to put my own stats so...

Instead of building a dispenser, it can build two mini dispensers that cost 70 metal each, on dispenses health and the other dispensers ammo, cloak and metal.
WHAT DO U THINK
i think since there mini despensers they should not give cloak :P, cause this allows for camping with spies, just plop one of em down and the spy has a pocket dispenser for his deadringer, that the costs nothing to build :)...

But other than that ur stats are good :) good haveing this discussion wif ya

Pros:
-25% Construction speed

Cons:
+15% Metal cost
Pros
Construction builds itself 50% faster;
Constructions start with maximum health;

Cons
Buildings' maximum level is 2.

Cons:
+15% Metal cost

You should change it to +25% Construction speed.
Abatility to build level 3 sentries specialized on bullets, or rockets or both
If a sentry is specialized on rockets, it can shoot 3 rockets in a row, but the rockets are still inaccurate
if the sentry is all about firing bullets, it will have more guns, and fire more bullets, but still with the same amout of ammo, so it will be down really quick.

same for dispensers, health, or ammo, or both
I found your "Bar" idea to be quite fascinating, so here's a little contribution of my own:

*While Held, charges a "Build Speed" bar
*Upon placing a building, the bar resets, but the building builds at a speed corrosponding to how full the bar was. eg. If the bar is at full charge then the engie places a sentry, the sentry builds at
+80% building speed.

-30% Movement speed when hauling any buildings
-Building speed cannot be sped up by hitting the building with a wrench
-20% Total building health
