I think it should exclude the Medic and Spy.
The reason I think this, is because it, for Medic, would overlap his medigun. The very thing that makes him a medic in the first place. Of course, you could just use it as a primary. And as for Spy, it wouldn't really fit his charater.
Just my perspnal thoughts, though.

Well, for medic it cloud have variation, wich would for example would have medicine symbol on it or something.

And for spy - his siuts in it(it would have no sence, but it would make it fit to his character.)
