Two Questions, one of which a potential bug
1: So, what are these fabled "Content packs one and two" in the FAQ? I don't seem to see them anywhere...

and 2: For some reason, my map selection TV seems to be stuck on the same rotation of maps, and every time I join in, it remembers my last map, but when I press it, it immediately goes back to the first map it showed, and then be in the same order as before. Is there any way to fix this?

This wouldn't be too much of a problem, but I seem to be only getting old maps without many, if any props :(.

the content packs used to be things you had to install for the map to not have missing textures, alot of other maps use the same type of things

While it's recommended to have Counter Strike: Source, Half Life 2, etc. for textures to show up properly in Jazztronaughts and the maps you play on, the content you need for this addon is just this, as far I can tell.
Jazztronaughts is a large addon. It used to have two parts to it you had to subscribe to in order to download it all. This is not the case anymore though.

Also, I am getting the same bug. "retry"ing the server didn't help me, so hopefully there's a solution.
