Broken NG+
I spent a while trying to finish all of the cat's stories before going to the final place at the end of the game, and I did. Sadly, after I enabled NG+, it appears the game has broken.

Number one, there was no intro when I accepted their job offer (Not sure if this is bug or on purpose)
Number two, all cat's suddenly had their final cutscenes renenabled, so I was able to talk to all of them in the lobby and none of the quests had been undone, so everything was still complete..
It appears the NG+ stuff is working, as the grave and such were usable and I ended up at the apartments once before leaving the game due to an obvious issue.

What could've happened? How can I fix it?

The first one is a bug, I think its happened to me once or twice.
The second one, assuming I understand you correctly, is not a bug. Your quests aren't reset when you go into NG+.

Should I still be able to redo their final cutscenes? Also, assuming you found a way, how did you fix it when you got the bug?
Whenever I reset, I'm able to go through every cutscene until I reach the current quest, so its probably intentional.
As for fixing the no intro bug? Well, if I recall correctly, it just didn't happen the next time, so I didn't need one. As long as nothing else is broken, you should be able to continue playing, right?
