I think the cabal ending was the best for the reasons you said but also it seems Arlo is much happier with this ending compared to the other.

The Cabal did nothing wrong

/spoiler I actually first time did "Expose" and helped the blyatman veteran. Cabals seems too shady and that they were holding back and using it despite the noble goal on paper.

/spoiler I don't really see how they're helping the two superpowers to restore any relations at all. The truth was the best for me and worth the sacrifice for the sake of letting the world know whom'd and what responsible actions were behind it all.

/spoiler Or I dunno, maybe i'm controversal as hell and just found the leader of cabal to be kind of a cont, too bad about the trap.

/spoiler Expose is depressing maybe less happy than Supress but felt right thing to do and the last sentence of what do you call it when you feel terrible inside but move on? Hope? Truth might lead people to be more careful and trash down the separatists that murdered innocents.

But cheers for the cold themed enviroment in seattle as well the story about doing what you think is right whether for the goody morals or for your country. Or for revenge, or just making a good use at it meanwhile.

I chose Expose, because I feel that the Cabal could and will go bad very very quickly. Rather than staying in the shadows and trying to manipulate countries like marionettes, things should be done openly, imo

For me, "Expose" is the "good for all" choice and "Supress" is the "good for me" choice. First i choosed "Expose" because, well, the population need to know the truth no matters if the truth is good or bad.

The population was mistaken because of the news showing them something that "never happened" and then, making them more angry with the russians.

BUT, the ending itself, killing a old friend and her father to just share the truth to the others is very depressing, just like i said, "for the good of all". It's like the choices from Infamous 1 and 2.

And the other ending "Supress" is, well, basically "loyalty" i think. Instead of killing a old friend that you know for, maybe years, you kill a new friend that you never knew. And, Cabal is right if we think that we have to do a certain quantity of "evil" to counterpart a "good" and then, reach a "neutral" thing, like "Ying-yang".

"Supress" is maybe the "best ending", everyone is celebrating the new year and you that keeped the "truth" a secret.

And "Expose" is a "ok ending", you shared the truth to the population to know that everything was a conspiracy to make every US citizen hate russians and, i dunno, make a new war with them?

Well, patriotism is good in certain quantitys, Ultranationalism can kill countrys (like what 50 Blessings made to the USA or Nazi Germany made to Poland) but, kill old friends that you know for years(?) is, to me, worst if i kill a new friend that i never knew.

And then, this is my opinion. Yossarian, you made a good job for this Campaign, is sad that you will never make a new one but, what you made is, fantastic. Two endings make you really think with your acts within the game, this is something that to me, every game had to have. And, you bringing this to the Hotline Miami community, is very awesome.

I sided with the Cabal since i saw them as the best hope for a brighter future even with the brutal methods they sometimes used plus i enjoyed Arlo and Vesnas relationship it was cute

I chose expose since i thought giving an single organization so much power was a bad idea. The leader also seemed unstable to me.

I picked the expose ending because I liked Valerian and agreed with his message, and didn't care much for the guy with the glasses and Vesna, and I liked the expose ending more because it not only fits with Arlo's character but it felt more genuine than the other ending, where Arlo gets a lukewarm happy ending while the world is being manipulated by some guy.

While I did do "Supress" first, I just wanted to go in the order of the levels. The ending I truly did want was "Exposed" because I had no reason to kill Valerian. I disliked Arlo and her team because they were complete ♥♥♥♥♥. So I was more happy to kill Arlo and guy with glasses.

I went with the cabal. It gave me the feeling of being part of something bigger than myself. There was a goal being worked towards and a sense that big things were planned for the future. Plus it's preferable to leaving the world on the verge of more destructive anarchy. As Thomas Hobbes illustrated, there has to be some ruling authority to guide people out of the state of nature. The cabal has some suss qualities, but it's largely benevolent. It will stop psychotic political extremists from coming to power, at least.
