Stats
Now I like the idea, but the stats need to be unique. Let's say:

+75% Movements Speed
+25% Melee Damage
Heal 15 health every second if <50% health.

All damage taken criticals and bleeding.
+80% Slower Firing Speed


As you can see, this is for the man with the plan. You need to know what you are going to do when you eat this. However, if you want to catch someone who has YOUR breifcase, thiss will be good to use.

Take minicrits instead of reg crits.
Heal 50 health.

Level (Number) Cake

+Gives a 15 second 40% movement speed and gives 10 health per second
-All hits are mini-crits
-Cannot make you fly, stupid

+ heal you half of the life
+ fast speed for 8 seconds
+ mini-crits for 6 seconds

- -15 of life
- cant recharge whit heal-kits

How about this?
On use:
übercharges and critcharges wearer for 10 seconds
Wearer can only use melee weapons
Leaves a trail of sugar

After boost:
Marked for death for 20 seconds

Misc facts:
Regenerates after one minute
Does not heal
Cannot be replenished by health kits
