If they dissapear as soon as they are spawned then they have reached the Maximum number allowed, You can kill some or increase this in the GameUserSettings.ini

For dedicated servers the GameUserSettings.ini is here
\SteamApps\Common\ARK Survival Evolved Dedicated Server\ShooterGame\Saved\Config\WindowsServer

For single player the GameUserSettings.ini is here
\steamapps\Common\ARK\ShooterGame\Saved\Config\WindowsNoEditor\GameUserSettings.ini
add both lines at the end (bottom)

[Human_NPCs]
Total_NPCs=500 is the default make it bigger but soon it will hit the Maximum number again
