Mainly to help against scouts and any class moving too much/too fast.

+Creates cloud of flour
+Players covered in flour become white and are open to Friendly Fire
+Any Players inside the cloud can only see whiteness on their screen
+Enemys who will get set on fire while covered in Flour become 25% slower
+Flour will cover a Spy, so if they cloak you can see them covered in flour
+Enemys covered in flour and mad milk will be forced to stay still for 10 seconds
-Can flour Self
- Enemys who are covered in flour have 10% increased bullet resistance
-Players who are covered in flour and set on fire have 30% bullet resistance and 20% fire resistance
-Cloud only lasts 10 seconds
-Players who leave the cloud only have 10 seconds until the effect wears off
-Flour can only be picked up at a Re-Supply Locker (Does Not Recharge)
I think that balances this well enough.
•Players in area are clouded (HUD is invisible)
•Enemy and your own HUDs remain hidden for an additional 4 seconds upon leaving the cloud (9 seconds max)
-Pyros cannot be clouded (gasmasks)
+Flammable (ignitable by Pyro or energy weapons)
+Sentry cannot track players through the cloud
•Everyone moves 15% faster while clouded
•Medics won't see health meters, medic call bubbles, or autocalls on clouded players
•Medics won't see health meters, medic call bubbles, or autocalls if they are clouded themselves
Balanced because:
-Igniting cloud knocks back all enemies in area, including the Sniper and the player igniting the cloud
-Igniting removes clouded effects for anyone in the cloud radius
-If the cloud isn't on the sentry itself, it can still target anyone on the sides
-Engineers using the Wrangler can still point and shoot through the cloud with the sentry
-Only Sniper and enemies benefit from the speed boost for the additional 4 seconds of being clouded
-Clouded effect hides reticules and dots (in addition to health, ammo, and gamemode info), which Snipers and Amby Spies specifically use for aiming
-Players can still call for a Medic old school while in the cloud (despite not seeing their own health meter); Medics can see character animation and voice to determine who called for medic.
