German States Subjugation, Liberation, and Buffer States
I'm finding that when I conquer Imperial provinces (as the HRE) I sometimes can't subjugate them or liberate factions (the Republic of Pisa is an example of this). Also, I can't create the Hanseatic League out of Hamburg either. I could at one point but now it's the Kingdom of Denmark I can release. I'm not having the option of creating buffer states in most of my provinces including Lorraine, Bavaria, and Holland for example.

ive had this mod for months and play it time to time, ive only used hre. only because ive yet to have any success with them without constantly saving and loading or going any higher than hard difficulty. i refuse to go any lower than hard lol im not sure what the issue is, ive had this problem on vanilla of the ai constantly declaring war and never wanting to do any diplomacy, specifically the german area. is the entire game and all its factions the same way? im having a hard time enjoying this game lol total war's diplomacy and ai agression has always been challenging which is why i like it but it seems like this game is rigged vanilla or not. the ai has allies, trade partners, treaties etc. im just at war... with everyone...15 turns in.

HRE is just really tough. Your leader is excommunicated and the only way to really survive is to conquer. But the more Imperial provinces you conquer, you get a penalty towards diplomacy and public order. That's where my current problem comes in. I want to release some of the provinces I've taken but I don't have the option to,
