Hi, I tried to find if this was answered before and I couldn't find anything.

Playing campaign with Austria, I was able to upgrade to High tier rooster no problem but when it came to update to the late ones, I realised none of the technology research triggers that. I did get the option to upgrate religious orders to late, but not regular armies. Is it just me or did someone else had this issue? I thought late tier for Austria might've not been developed yet but it does show on Custom battle.
