Can't declare war on Kindom of Sicily as Commune of Milan.
It's glitched or something? Like no greyed out if I select a city of theirs and no 'declare war' option in diplomacy. I can declare war on anyone else, just not Kindom of Sicily. I reloaded save, restarted campaign, nope.

I kind of found a solution.
Just look up the diplomatic relations of sicily. If they are at war with another faction, lets say france, then you can offer this faction (france) to join the war against sicily.
