What Technology do I need to research and what buildings do I need, as the kingdom of Narvia to recruit hand flame thrower units?

Kingdom of Navarre? You can't have Greek Fire, it's for, well, Greeks. You're not Greek, you're Basque.Be a Greek (Byzantine) Faction and build a high level siege workshop, and go to town burning Basques and other non-Greeks alive.
