6 months per turn it looks like that is why. 2 turns a year...

From what I read a while back (correct me if this is outdated now), the mod team wanted to allow the full timeline starting from the early era, so they decided to do 2tpy. They are (as far as I know) working on a late campaign, and have said that once added they will include a 4tpy option for either campaign. It sucks, mainly for northern factions, but I understand the decision (and secretly can't wait for the late campaign so we can get the option!).
