Icons Suggestion
This is a random thought that I had about the icon issue; Instead of multiple additional icons for each municipal category, have different shades/colors/tints.

Eg: Water - Blue for supply, Muddy-Green for waste
Education - Green for Elementary, Blue for Highschool, Teal for College
