Nothing is promoting

I followed the instructions, but nothing is promoting and I see nothing in the Saved\Logs files for promotions. Any1 know what I did wrong?

I made a dedicated server, put the mod first. I get the dragonpunk items and engrams, but nothing promotes. Any1 have an idea?
