Flag - Could be that P and X symbol ( just look up the flag)
Color - A slightly lighter red than the Roman Empire
Requirements - Have to own All of Italy, France, Iberia, the Magreb up to around Tunis, a bit of south-west HRE, and the Low lands up to about Zeeland (you could also make Austrian, croation, and the bosnian territories be needed) Im not exactly sure on the territoral specifics
Effects - Gains cores and perma-claimes on all the provinces needed to form this,
I have no idea on modifiers of custom ideas
Missions - could lead you down a path to regaining strenght the regaining the full might of the Roman Empire through territorial conquest. The could have names like "Crusade for Constaninople", "Romanization of Egypt" , "Reclaim the Middle East", "Capture London", or "Push back the Germans".

the western roman empire is LITERALLY just the roman empire without byzantium, why in god's name would it be a separate tag?

Missions. The missions you get as Rome could be more based around what Rome could've been and Western Rome could be a tree around gobbling small bits of land as well as cannibalizing Eastern Rome.

Baltic Order -
Flag: Could be the Livonian Order flag but with a black background and white sword and cross.
Color: Dark green, but not too green
Requirements - The entire Baltic region plus Pskov, Neva, and Ingermanland,
Can not be in HRE,
Capital must be in the Baltic region,
Country must be of Baltic culture (Estonian, Latvian, and Lithuanian). (Sorry Riga, you can't form this)
Effects: You choose
Ideas: Idc lol
Missions: Probably expansion into Scandinavia (especially Finland), Russia, and Poland?
Just an idea, no harm in not doing it.
