Agents: Spy/Priests/Champions

hey, does any1 know how to recruit these agents? i know the building you need for a spy, but cannot find how to create the others.

also my spy is unable to do anything, it says im missing an ability but i maxed out his tree and still cannot perform any tasks.. is this a bug or working as intended?

working as intended, spies are barebones as of yet and they have not implemented champions or priests
