Food gestion

Hey everyone, i've been playing a Rome campain and something keeps interrupting my prgress, the food gestion
Sometimes i'm at 400, pass the turn and instantly get to -250 then back at food surplus again despite trying my best to manage the food buildings. Is there something i'm missing or is it just a bug ?

Better late than never. Its about the Seasons, you dont harvest much in Winter.
