Rock Drakes spawn on a different island, Griffons spawn on a high mountain, and Wyverns spawn in a world scar in another mountain. So most likely they changed their spawning.

For whatever reason, Rock Drakes have not spawned in on their island in single player mode. Wyverns and their eggs are spawning in the World Scar location, Griffons can be found just West of the bridge to the floating islands at the edge of the plateau. The last update replaced the dark brown mountain wyverns with a custom type called the Amissa Mountain Wyvern. They are only found in one location on the plateau along with their eggs. They can be knockout tamed. Those dark brown fire wyverns has a spin attack and can glide. Some commands are different from the fire wyvern. The south rock island with the fallen obelisk is now a pirate haven with chickens and parrots. You can build inside the shacks there.

after 2 more hours i found a level 1 wyvern egg, did not notice the first time, but non of the dragons except for the ice wyverns spawn.
Sat on the floating islands for 30 minutes then went down to the area its attached to and found nothing but trikes kept killing them for 30 more minutes but still no griffins.
went over to the island where rock drakes used to spawn but only found dodo's and parasaurus.
did find 2 rock drakes wandering the area in the red wood forest with the mushrooms so combing that one out atm.

My guess is that they would need to fix it in an update in the future. For the moment on my server, I have the Simple Spawners mod, so all I can simply do is have the dragons spawn as well have nests to spawn their eggs every half hour or so. That is the only "fix" I can offer for now.
