Workshop compatible

also works with : more manpower
no division limit puppet manager , realistic casualties and manpower mod greater possibilities national ideals , coring states , cheap construction costs and state transfer tool

It's because road to 56 is a combination of mods, most adding trees to vanilla countries making it incompatible with this mod
