All needed is to edit "Ravage Loot" module, placed in scenario, and write your chances for every types of loot.
Civil loot - spawnes on houses, military - on military bases (really?), industrial - i think, it's trashcans and some tables/wardrobes in industrial zones like facilities, solar power plants, etc.
Chance of loot is arrays. Value >= 100 is 100% chance, that loot will exist after searching, if you wrote 100 chanse for any loot type (Survival, weapon, magazines, clothes and backpacks), that every time you search loot you will obtain 1 random type of loot (weapon only, for example), if you wrote some arrays bigger that others, they will be more often finded by Looting, that other.

P.s. - Ravage scenarios on Eden editor not so hard to make, try it.

Really recomendented. As i started work in Eden Editor, can't stop even now) Finding new abilitiies every day, creating my scenario. Already have some storyline ideas

For a bit better handling, you will need something that saves and generates items outside of the Ravage mod like BangaBobs scripts: http://www.armaholic.com/page.php?id=25668
And to save them you need inventories like vehicles found in "Grad-Persistence"

This will give your build some robustness if you want to play it a little like DayZ on resumes, but any stuff you want to keep have to be stored on you (Saved by Ravage mod) or in vehicles (Saved by Grad-persistence) anything left anywhere else will poof on mission restart.
