Noob question
How does the Shek take bad teeth or other towns to trigger these world states? I have played many hours and have yet to see any faction war over towns?

From what i know the shek will only take bad teeth and stack of you only kill the holy nation. the others get taken by flotsam ninjas and fog men. but you can kill a royal fog prince at the place that has been taken by the fog and it will go to somebody else.

There are specific leaders in each city and if Esata is alive, the Shek or another faction will take them over. Look for a uniquely named inquisitor in each city.
