Can't Arm Patriots in the NCR
I can't arm patriots in the NCR. I try clicking the buttons but nothing happens! I have more pp than zero and yet still I can't arm patriots. This also happens with police as I also can't click the button to add police. It's stupid that I can't do this because now I can't fire the "Californian Civil War" event and it basically ruins the game for me.

You have to select each region and use Influence to incite the rebels 1st. once you've chosen the regions then you Choose to arm, and you get a couple Militia in each region and go to war with NCR, so be ready!

Click on the territory and the Flaming icon to the right of the Owner Flags on the region information panel.

Look, this it what shows up when I hover over the button.
Also, in the new patch for this mod, it said there is supposed to be a arm patriots tutorial but i never get that.

This is probably a bug or something. Maybe the dev might know something about this.

It doesn't turn grey? and then the next territory costs 25 influence and each one after 25 more?

Is it alright if you look in your enclave mod and find the "enc_button_files.txt"?
I think some of the stuff inside the file may have got deleted and maybe if I look at your file I can but the data back in.

Like look in the directory Documents---->Paradox Interactive---->Hearts of Iron IV---->workshop---->content---->281990 and look for the enclave mod and then inside should be the "enc_button_files.txt"
