Can't switch from "Disorganized Army" to "Volunteer Army" after beating NCR

I meet every requirement but I am just not able to select it.

Same with researching "Special Forces"

you cant research special forces at all it can only be given to you and for the ncr one you need to finish integrating the ncr leaders and army

i had the same issue but 250 pp is a lie it actually costs 350
