How to stop the major enemies from getting owned by the minors
In my games ncr always loses bto the scorpions before i can get to them also the rangers and the washington bos get owned by their initial enemies
how do i stop this

1. If you enabled the buff for the NCR/Legion neighbors in game rules
(the thing which for an example allows you to change to a preset AI behavior or change war justification airborne rules) , then disable that. That is the most propable case.

2. If you can just start with different save. Sometimes NCR might not focus on military which is a rare bug.
