and so to expand on it, I believe that one additional tech slot sohuld be added at the start for the Shi, and later in the tree they should be able to get one or two more.
The first slot could be tied to an alliance with the Brotherhood of steel, probably something about tech sharing.
The second could be behind the alternative, repurposing the brotherhood's labs after conquering them or utilizing scribe facilities. (or even just make this a tech reduction rather than a slot to incentivise an alliance).
The third would be behind the New Victoria conquest tree, and could probably be sometihng like integrating the royal labs or something like that. This has the added benefit of incentivizing expansion early on but potentially leaving the homeland undefended, so +-
