Update 1.3
RFT has been updated!

Changelog:

- Now says it supports 1.5.4
- German support
- Fixed small flags for Wallachia
- Fixed medium & small flags for Magallanes
- Fixed issue where the debug-log would complain over wrong coding of the RFT-mod
- Ability to release Slovakia at all times
- New Nations:
- Carpatho-Ukraine
- Guangzhouwan
