It happens randomly once you say you're ready. Try entering and then exiting a building. For me the "welcome party" didn't show up until I fast traveled a few times and eventually triggered when I left a farmhouse that I was borrowing items from..

WTF I got kidnapped more or less Involuntarily(Orc found me) at Level 6 or so,While I was following Delphine to Kyneshain!
