Discuss The Stats!
If This had a hat stat, what wolud you make the stats?
+25% move speed, with every kill move speed decressed by 5%
-On Kill: Stop To Eat. Being vurnrible the entire time
+After eat: 100% hp regained (all comes at once AFTER eat)

With more baloney!

+10% increase in speed every kill
- Eat the hat to regain 100% health, but any speed increase is gone
- Cannot use edible food while equipped
+ Minigun fires 30% faster

Use it as a set with Gloves of running urgently. The set gives 20% movement speed boost.

mybe it should be in a set with the gloves of running urgently and it would remove the marked for death and give you 25% faster moving speed and since it would be equiped as the primary instead of the minigun it shouldnt have any dowsides maybe even more upsides cuz a heavy without a minigun ... a BIG change

A hat alone shouldn't give stats you dingus! A 15% speed boost do you have any slight clue as to how unfair that is to someone who doesnt have the hat?
