That's... weird. I own the one that is in the game. It's also called the Despot, and it looks exactly like this one.

It is accepted in the game. Steam voting is more of a social estimate, and all final judgements are decided by DE/Warframe themselves regardless of Steam voting appeal. You can continue to vote for items that are accepted or rejected if you havn't already - So I believe Steam just showcases items you havn't seen before or havn't voted on before.
