Solved: Visual issue with 81-Tiles-MOD (maybe 25-Tiles-Mod as well)
Problem:
Some areas of the map look like they are not unlocked (low resolution heightmap, highways are missing gravel texture)

Solution:
If you use 81-tiles mod, hit "unlock all tiles for free" (found in the options while ingame) after loading for the first time. Safe & reload the map and the error will be gone.
