Seeing as it's been over a year and a half since last update, I don't think this will get fixed. Not unless some one else decides to do it.
Then set this parking lot next to any road and, using Move it!, place it over these parking roads. In order to do it quicker you can set several of them and then copy, move & paste it.
I hope you get the idea. It works and without snowpiles.
PS: Subscibe No seagulls mod. Seagulls like these parking lines functional.
