Solution:
This is not a mod but an assets pack so place the files in here:
"%localappdata%\Colossal Order\Cities_Skylines\Addons\Assets"
(copy between " " and paste it in windows explorer)
play the game(not resume) -> activate the addon -> load your game and you find it under roads.
Additional info:
- you need road anarchies mod, to place parking lot spaces/paint... activate the mod first ingame with ctrl+a, now your designer skills is your limit.
