Combat Intelligence and Natural Aptitude
I think these features are cool but personally for the way I like to play I would rather these all just be the neutral amount. Kinda feels weird to me to have some soldiers who are just stronger out of luck. Is there an easy command or mod that can let me even them all out to mortal or whatever the middle one is?

Not sure about combat intelligence because I have lwotc and I just disabled the Not Created Equal option to get them all the same for that. the natural aptitude however you can change in XComStatUpgradeUI.ini just change the numbers for NaturalAptitudeThresholds so tier 0 is 100% and the others are 0. I made mine all max strength by changing these numbers so it should work the other way too.
