RPGO abilities hardcoded?

I'm pretty sure I have been through all the configs now and theres no way to turn certain abilities off? I see you can change some values in XComRPGO_SoldierSkills.ini but theres nowhere to just turn them off so they don't show up?

Just double checking incase someone actually knows how to change this.

sorry for necro but since this was never answered, you can change squaddie perk list in XComClassData.ini and the spec perks in XComRPG.ini

starkiller239 has XCOM 2
