Imperial guard bugged

So did anybody find a way to fix the problem with the ai not using their guns? The imperial guard can use basic vanilla weapons but not their own weapons.

I tried to find the source of the problem and came up with a conclusion the AI thinks it weild an explosive gun with infinite blast radius, therefore it assumes it is not safe to fire. Don't know how to fix it though.
