reload_start (getting the gun into position)
reload_loop (inserting all the shells)
reload_end (chambering the final round and quickly pulling the bolt back)
They're all fast animations that don't allow modders to show many fancy things. Pulling the bolt back after inserting the magazine would easily double or triple the amount of frames (and therefor, seconds) it would take for the animation to finish.
That would create a very noticable discrepency between what you're seeing on your screen when you reload vs what the server itself is telling you when you're ready to shoot again.
The animation did originally end with them pulling the bolt back, but it had to be sped up a lot for the aforementioned reason, and as a result just looked painfully robotic and unnatural. Take my word on this, cutting it was for the best.
