One hostage inaccessible
I've found that only one of the hostages can be accessed, namely the one above the broken floor. The map indicates that the second hostage is below the level of the bank's ground floor, which doesn't seem to be accessible.

Is anybody else experiencing this?

Yeah! There is always one not visible, it's below (but you can pick it up) the floor and even outside the world.
